The job of Home and Community Services (FMS), as a fiscal-financial management service provider, is to aid the consumer-employer with various employer related tasks. FMS Coordinators will help the consumer apply for consumer-employer status with the required federal, state and local entities. In addition, staff will assist with the set-up of unemployment and workers compensation.
As the fiscal-financial management service provider, it is our job to complete the processing of payroll checks, related taxes and requirements. Consumer-employed workers are given the option to have their checks direct deposited or to have the checks mailed to their current mailing address.
Once the consumer is established as an employer, staff will provide a new-hire packet that includes forms that are required for all new direct care workers. Assistance in understanding and completing these forms is provided to consumers who need or request this assistance.
In addition, as the fiscal-financial management services provider, we will assume the cost of PA Criminal Record Checks for all new hires as required and for PA Child Line or other clearances when required by specific programs.
